The Heartland Labor Capital Network has been exploring and promoting practical, jobs-oriented investment strategies, building on labor’s capital, since 1996. The Network has been coordinated by a broad-based Heartland Working Group in the U.S. and Canada. The Network was kicked off by the Industrial Heartland Labor Investment Forum in June, 1996, in Pittsburgh, Pennsylvania, and furthered by a series of national foundation awards, culminating in the Second National Conference of the Heartland Project April 29 and 30, 1999 in Washington, D.C.

The Heartland Working Group, an alliance of individuals and groups concerned with labor’s capital and regional economy issues, has been chaired by Leo Gerard, the International Secretary-Treasurer, United Steelworkers of America, AFL-CIO/CLC. The Network has been managed by the Pittsburgh-based Steel Valley Authority, Thomas Croft, Executive Director and Project Director. The Canadian Director for the Heartland Network is Tessa Hebb of Hebb, Knight Associates, based in Ottawa and Toronto.
